[Does water still flow with this in?]: Yes, of course. the problem is if it is not in it not flow and give you an error message. i put my in then backed it out 1/16 of an inch, error message, then i turned it back another 1/16 and now it works without an error message. it has to read the chip just perfectly.
[Does this have the required RFID chip necessary to allow flow?]: This does not have a chip but water is to flow without it. Once installed the water flow is slow at first. I would recommend filling 2-3 glasses with water from the door spout and pouring it out. After that the flow rate evened out.
