After a series of bank robberies by a gang who call themselves the Ex-Presidents, the F.B.I suspect the culprits to be a gang of surfers who spend their days surfing on the coastal part of Los Angeles. In an attempt to catch them in the act they send young agent Johnny Utah (Keanu Reeves) to infiltrate the gang and become one of their own in hopes to find out the truth.
