This is definitely a technical read that requires a willingness to grapple with the maths in order to gain a better understanding of images and the many ways in which they can be restored, enhanced and processed. It is not a software handbook in any sense. There is only the briefest mention of Matlab and there are no code samples.
I would recommend this as rich reference book for degree level students and software engineers working with digital images.
